Apex Clean Energy began developing it in 2009 and sold it to an affiliate of D. E. Shaw Renewable Investments in late 2014, with Mortenson Construction as engineering, procurement and construction contractor. It uses 162 GE 1.85-87 turbines and sells power under agreements with the Public Service Company of Oklahoma and Western Farmers Electric Cooperative. Commercial operation began in 2015.
