- Description: Clifty Creek is a six-unit conventional steam coal station on the Ohio River in Madison, Jefferson County, Indiana; each unit is rated at approximately 217 MW. Indiana-Kentucky Electric Corporation owns and operates the plant as a wholly owned subsidiary of Ohio Valley Electric Corporation, while OVEC acquires the units' output for sale to its sponsoring utilities. Construction began in 1952 to supply the Atomic Energy Commission's uranium-enrichment facility near Piketon, Ohio; five units entered service in 1955 and the sixth in March 1956. The plant later received selective catalytic reduction equipment and two flue-gas desulfurization scrubbers, placed in service in March and May 2013, and is currently operating. — Source · confidence: medium

- Financing summary: Contemporary reporting described the $175 million Clifty Creek steam-generating plant and stated that the Clifty Creek and Kyger Creek plants were entirely bank-financed. A later historical account placed the combined cost of the two plants and their 345-kV transmission system at approximately $385 million and stated that no government funds were used. For the later environmental retrofit, IKEC/OVEC announced an approximately $687 million Clifty Creek scrubber project in December 2010; the owner described the completed FGD investment as $670 million in March 2013. The work was suspended in December 2008 because of capital constraints. OVEC's 2013 financial statements report $299.4 million of Senior 2012 Bond proceeds issued in 2012 and total debt of approximately $1.558 billion at December 31, 2013, but do not allocate those bond proceeds specifically to Clifty Creek. — Power for The Atom · confidence: medium

## Data quality

- Official owner materials state 1,302 MW or 1,303,560 kW, while EIA/FERC and other directory records report approximately 1,303.8-1,304 MW; the official owner figure is used for directory copy. The sources reviewed identify IKEC as the original and current owner and do not disclose a separate acquisition, sale, predecessor owner, transaction month/year, or sale consideration for Clifty Creek. The $670 million 2013 FGD investment and approximately $687 million 2010 project estimate are retrofit costs, not sale consideration or original project financing. No retirement or repowering date is disclosed; CCR closure proceedings and environmental compliance work should not be treated as plant retirement.
