Colgate, also known as New Colgate Powerhouse, is a 315 MW conventional hydroelectric plant in Dobbins, Yuba County, California, on the North Yuba River. The facility comprises two vertical-shaft Pelton-type turbine units, each rated at 159 MW turbine and 157.5 MW generator output, conveying water from New Bullards Bar Reservoir through a 5.2-mile tunnel and penstock. The plant is part of the Yuba River Development Project (FERC No. 2246) and is owned and operated by Yuba County Water Agency; Pacific Gas and Electric Company owns and operates associated transmission assets. The power is marketed through the California Independent System Operator. A major penstock rupture on February 13, 2026, damaged the facility and suspended generation; restoration work is underway.
