Lancaster County Solid Waste Management Authority - Dauphin County - PJM

Harrisburg Facility is a 24.1 MW municipal solid waste plant in Dauphin County. Now branded the Susquehanna Resource Management Complex, the plant began commercial operation in 1972 and is described as the oldest operating waste-to-energy facility in the United States. The Lancaster County Solid Waste Management Authority (LCSWMA) has owned the facility since December 2013, when it purchased it from the City of Harrisburg's authority for $129.9 million as part of the city's fiscal-distress resolution. Reworld, the company formerly known as Covanta, operates the plant and has done so since 2007, having signed a 15-year operating agreement extension that runs through 2032. The complex burns municipal solid waste from Dauphin and Lancaster Counties to raise steam for on-site power generation, with excess electricity sold into the PJM grid. There is no scheduled whole-plant retirement on file for the facility.
