## Data quality

- EIA plant 64908 corresponds to Scarlet I; Scarlet II is a separate later phase with a separate EIA plant record and is not included in the 240 MW figure. The original county environmental filings evaluated a larger proposed Scarlet project of up to 400 MW of solar and 400 MW of storage, whereas the commissioned Scarlet I configuration is 200 MW of solar plus 40 MW/160 MWh of storage. The March 21, 2022 record documents assignment of the Ava/EBCE PPA to RE Scarlet 1 LLC; it does not identify a project sale, sale consideration, buyer, seller, or project-financing amount.
