## Data quality

- Capacity values reported by different sources reflect different measurement bases: NYISO 61.0 MW, NYPSC fossil-auction petition 62 MW (nominal), owner page 62 MW (capacity), NYSDEC permit 65 MW (nominal gross power rating), RG&E 2000 filing 63 MW (nameplate capability), and a later 2026 NYPSC transfer filing 67 MW. The selected value of 62.0 MW reflects the most explicit current-capacity statements from the facility owner and key regulatory records (2013 NYPSC transfer order and official Alliance facility page). Commercial operation date reflects the original December 1994 entry into service. RG&E acquired the facility in December 1998 and reported June 1999 as the date it began generating electricity for RG&E's purposes. The dual dates reflect the facility's pre-acquisition history and RG&E's operational engagement. These are sale-accounting figures. This is portfolio-level financing, not facility-specific construction debt. The facility was in operation as of the November 2021 Title V permit renewal and is listed as active in NYISO's generator registry. No retirement, repowering, or fuel-conversion activity is documented. The Commonwealth grid source (https://www.opengrid.info/pricing-nodes/allegany-cogen-nyiso-gen) lists the NYISO node as nyiso-gen-7784, consistent with EIA plant 7784. The official Alliance Energy facility page lists operation year as 1994, consistent with the commercial operation date of December 1994.
