Astoria Energy II is a 650 MW dual-fuel natural-gas-fired combined-cycle power plant located at 17-10 Steinway Street in Astoria, Queens, New York. Operated by Astoria Energy II LLC, the facility comprises two GE 7FA combustion-turbine generators (200 MW each) and one GE D-11 steam-turbine generator (250 MW) with supplemental Alstom heat-recovery steam generators. Commercially operational since July 2011, the plant sells all output bilaterally to the New York Power Authority under a long-term power purchase agreement and is interconnected to the bulk transmission system at the NYPA Astoria Annex Substation (345 kV).

## Data quality

- The owner announcement (June 2020) reports Astoria Energy II as 615 MW, while FERC asset appendix lists unit-level capacities totaling 650 MW, and LGIA Appendix C specifies 550 MW summer / 650 MW winter net output. The 650 MW value (from FERC unit sum and LGIA winter rating) is selected as the most complete representation and matches the EIA anchor value. Astoria Energy II is a distinct facility from the adjacent Astoria Energy (plant code 55375), though both are owned through the same Astoria Project Partners platform. The two plants have separate project entities (APP vs. APP II), different commercial arrangements (merchant vs. NYPA bilateral PPA), and different generation characteristics (170 MW + 170 MW + 255 MW for Astoria Energy vs. 200 MW + 200 MW + 250 MW for Astoria Energy II). The June 2020 ownership transaction transferred approximately 55% (not 100%) of Astoria Project Partners II LLC to Astoria Power Partners Holding, LLC. This represents an ownership-stake transfer in the parent entity rather than a direct asset sale, so the plant's direct owner (Astoria Energy II LLC) and operator status remain unchanged, with the parent ownership structure modified. Equipment supplier information identifies GE for both combustion and steam turbines, and Alstom for HRSGs. No single manufacturer domain encompasses all major equipment; the plant is a multi-OEM installation. No retirement, mothball, repowering, or replacement notices were found in the reviewed regulatory, interconnection, or ownership records. The facility is reported as operating as of the status date (2026-07-25). The LGIA explicitly identifies the Point of Interconnection as the NYPA Astoria Annex Substation (345 kV) and describes the settlement point and injection location.
