Ellenburg Wind is an 81 MW onshore wind facility in Clinton County, New York, operated since May 2008 with 54 GE 1.5 MW SLE turbines. The facility is interconnected to the New York Power Authority's 230 kV Ryan Substation under NYISO operational control and sells output at wholesale into the NYISO market. AES Corporation purchased the asset as part of the Valcour Wind Energy portfolio in December 2021 and is advancing a proposed repowering project to replace the existing turbines with up to 25 new turbines, targeting approximately 91 MW capacity and extending the facility's operating life by up to 30 years.

## Data quality

- The asset is distinguished by EIA plant ID 56619, NYISO generator ID 323604, NYISO bus 019, NYISO PTID 39538, FERC docket ER06-1408-000, and FAA obstacle number 36-020144. The 81 MW capacity, May 2008 operating date, 54 GE 1.5 MW SLE turbines, and Clinton County location are specific to Ellenburg Wind and should not be merged with nearby Valcour assets such as Clinton, Altona, Bliss, Chateaugay, or Wethersfield. The 2018 Zephyr/Carlyle and 2021 AES transactions were portfolio transactions; disclosed consideration for the transactions was not identified. No retirement or decommissioning date for the existing Ellenburg turbines has been established. The proposed repower would require removal of the existing turbines, but construction and commercial operation of the repowered facility remain future events.
