Oswego Harbor Power is an approximately 1,600–1,800 MW oil-fired steam-electric generation facility located in Oswego, New York, on the southeastern shore of Lake Ontario. Both units fire residual fuel oil (#6); Unit 6 also has limited natural-gas capability. The plant includes two auxiliary house boilers for station heating and four on-site residual-oil storage tanks. The facility is interconnected with the transmission system through an agreement with Niagara Mohawk Power Corporation and participates in the New York Independent System Operator market. Unit 5 was completed in 1975 and Unit 6 in 1979–1980. The facility is owned and operated by Oswego Harbor Power LLC, an indirect subsidiary of Alpha Generation, LLC, which is in turn a majority subsidiary of ArcLight Energy Partners Fund VII, L.P. The facility operates as an exempt wholesale generator with Federal Energy Regulatory Commission market-based-rate authorization and generally sells energy into NYISO markets without serving captive retail load.
