Overview

One row per (month, vintage, resource, hybrid sub-ID). `qc_mw` is the monthly QC from the MRD sheet (from the DR Hourly QC sheet for demand response the MRD sheet does not list); `efc_mw` is the Monthly EFC sheet's effective flexible capacity where the resource has one. `event_time` is the first of the month. Every posting of the MRD is a vintage: `source_time` is when the file was last modified on the CPUC server, and `compliance_year` the RA year it is for. Energy Division reposts each compliance year's MRD every month or so, so read the current values as the newest `source_time` per compliance year, and a past showing against the vintage in force on its date.

Query contract

Preserve one canonical row per (event_time, source_time, resource_id, hybrid_sub_id, duplicate_index, month) before aggregating.

RA Master Resource Database: ResourcesCPUC · each posting (checked weekly)	Every resource eligible to sell RA in CAISO with the characteristics a slice-of-day showing is checked against: Pmax, storage energy and efficiency, availability window, grid charging, deliverability and local area. One row per (compliance year, vintage, resource, hybrid sub-ID), from the MRD sheet of the CPUC Master Resource Database. Storage carries its round-trip `battery_efficiency`, its energy (`max_continuous_energy_mwh`, which the 2027 MRD calls `energy_per_cycle_mwh` and supplements with `hours_continuous_duration`), `max_daily_mwh` and `daily_storage_cycles`; every resource its availability window in hours ending. `deliverability` is CAISO's status (FC full capacity, PD partial, ID interim, EO energy only) and `deliverability_mw` is posted as either MW or a share ("83.58%"), so it is text. `resource_id` is the CAISO resource ID, the key into `caiso.generating_capability` and `grid.plant_nodes`. These are the 24 slices x 12 months a variable resource can be shown in under the CPUC's slice-of-day RA framework.
