Overview
Chevron Phillips Chemical completed startup of a 1.5 million-tonne-per-year ethane cracker at its Cedar Bayou facility in Baytown in 2018, finalizing the second phase of a previously announced $6 billion U.S. Gulf Coast petrochemical project. The operator said the unit would produce at least 1.5 million tpy of ethylene, supporting the company's ethylene business and feeding two nearby 500,000-tpy polyethylene units at Old Ocean, Texas. Mechanical completion had been announced in late 2017, and the company expected the cracker to reach full-production rates during 2018.
Profile
- Power loss and flaring in 2022
- In July 2022 the Cedar Bayou chemical plant in Baytown used its safety flare system after a power outage, according to a company spokesperson. The company said the plant experienced unplanned operational impacts from a loss of power from the utility provider, and that flaring and smoke were visible at the facility. Safety flares burn off hydrocarbons that cannot be processed normally when a refinery or chemical plant experiences an upset or outage. The episode shows that a loss of utility supply can force the plant into flaring.
- Advanced recycling and certified circular polyethylene
- The Cedar Bayou facility is home to Chevron Phillips Chemical's advanced recycling program, which processes advanced recycled liquids made from difficult to recycle waste plastic to produce new petrochemicals. The facility first received ISCC PLUS certification in 2020 and has completed four annual recertifications since, and it processes and produces certified materials including Marlex Anew Circular Polyethylene. The company's 2026 fact sheet lists 1,000 employees and 1,200 onsite contractors, a 3.5 billion dollar annual impact on the regional economy, and 1,800 annual volunteer hours.
