Cleveland-Cliffs Butler Works
Large load · ONE ARMCO DRIVE PO BOX 232, Butler, PA
Cleveland-Cliffs Butler Works in Lyndora, Pennsylvania, is an electric arc furnace steel mill that the company describes as the leading production facility for high-silicon grain-oriented electrical steel (GOES) in the United States. Cleveland-Cliffs Inc. owns the plant. The current grid story is an electrification project: a $170 million upgrade that would replace two natural-gas reheat furnaces with four electrified induction reheat furnaces, partly funded by a $75 million federal grant that was still subject to award negotiations in early 2025 and that WPXI reported in April 2026 as on track for 2028 completion.
Overview
Cleveland-Cliffs describes Butler Works as a plant in western Pennsylvania, a one-hour drive north of Pittsburgh, that produces electrical, stainless and carbon steel. Melting takes place in an electric arc furnace that feeds an argon-oxygen decarburization unit for specialty steels, and carbon slabs are produced on one of two dual-strand casters. The electrical steel made there goes into power and distribution transformers, electric motors and generators. WPXI reported in April 2026 that the plant is the only domestic producer of high-silicon grain-oriented electrical steel, and that the company’s investment helped save the plant from potential closing a few years ago.
Profile
- Electrification project and DOE grant
- The Steel Slab Electrified Induction Reheat Furnace Upgrade plans to electrify certain processes at Butler Works. The project would replace two natural-gas-fired high-temperature slab reheat furnaces with four electrified induction slab reheat furnaces. DJJ reported in February 2025 that the upgrade depended on successful award negotiations for a $75 million grant. WPXI’s April 2026 report says the grant comes under the U.S. Department of Energy’s Office of Clean Energy Demonstrations and that the $170 million project survived a federal review that followed the change in administration.
- Schedule and ownership
- Cleveland-Cliffs Inc. is the owner of Butler Works, WPXI reported in April 2026, and the company said the Butler Works electrical expansion project remains on schedule for 2028 completion. Earlier reporting gave a shorter timeline: DJJ wrote in February 2025, citing the company’s third-quarter earnings call, that the Butler facility was expected to be operational by late 2026 to early 2027. The company’s project page calls the plant the leading production facility for high-silicon grain oriented electrical steel. No source reviewed quotes the plant’s utility, its load in megawatts, or any tariff or curtailment terms.
