CMC Steel Florida

CMC Steel Florida, at 16770 Rebar Road in the Baldwin area of west Jacksonville, is an electric arc furnace mini mill that recycles scrap into reinforcing bar and rod. Its EAF is permitted at up to 160 tons of liquid steel an hour, and the site also has a continuous caster, a billet reheat furnace, a rolling mill and an electric scrap shredder. JEA supplies its power. When Gerdau owned it in 2010, the mill was JEA's largest single customer at about 3% of the utility's load, on a discounted rate that partly depended on JEA being able to interrupt it at system peaks. Commercial Metals Company bought the mill from Gerdau in 2018. No current MW figure has been published.

Overview

In 2010 JEA's board heard a request to cut the mill's electricity price further. JEA's chief executive said the load was equal to about 20,000 residential accounts and about 3% of JEA's electric load, and that the mill already had a discount tied to cost of service. Part of that discount depended on JEA being able to interrupt the mill during system peaks, which avoids building or buying capacity. JEA declined a further cut.

Melt shop and equipment
The plant's Title V permit lists an EAF with a maximum rate of 160 tons per hour, controlled by a 1,000,000 acfm baghouse, along with a continuous caster, a billet reheat furnace, rolling mills and an electric scrap and auto shredder. A permit revision effective in 2025 incorporated a replacement tundish for the melt shop and caster and removed a retired emergency diesel engine.
Ownership
The West Jacksonville plant was built in 1976, with later additions, and was Gerdau Ameristeel's Jacksonville Steel Division. Commercial Metals Company bought it in 2018 as part of a $600 million purchase of Gerdau's US rebar mills and fabrication shops. The property covers about 450 acres, most of it under conservation easements.
