Overview
Georgia-Pacific announced an investment of more than $150 million to rebuild a paper machine at its Wauna mill in April 2024. The project rebuilds a 1965-vintage paper machine into a world-class machine to make paper for Angel Soft and strategic private label bath tissue. Engineering and related work had begun at that time, with startup scheduled for 2026, and 500 construction and contract workers expected onsite at peak. A groundbreaking ceremony was held on June 25, 2025, on the mill grounds in eastern Clatsop County.
Profile
- Workforce and county role
- The Wauna Mill employs more than 700 workers and is the second-largest employer in Clatsop County, behind Columbia Memorial Hospital in Astoria, according to the Seaside Signal's April 2024 report. In February 2024 county commissioners voted to support the mill through the state Strategic Investment Program, which taxes the first $40 million of a project and exempts the rest, up to $500 million. Georgia-Pacific's public affairs manager said the upgraded machine would not increase employment but would create a safer environment for employees, and that the mill remains a long-term strategic facility for the company.
- Power supply through Clatskanie PUD
- Clatskanie People's Utility District told Oregon lawmakers in 2019 that it meets the power, transmission and distribution needs of the Wauna paper mill inside its service territory. The district's main supply is a long-term agreement with the Bonneville Power Administration. A second long-term contract covers half of the electric output of a cogeneration facility at the Wauna mill whose primary fuel is biomass. The district also said that ninety percent of its retail sales go to industrial customers.
