Hybar Osceola Expansion Mill (Mill 2)

Hybar's Expansion Mill is a $1.1 billion second scrap-based steel rebar mini mill, being built next to Hybar's first mill in Osceola, Arkansas. Ground was broken in June 2026 and construction is expected to take about 24 months. When it is finished, the campus will make about 1.3 million tons of rebar a year. Hybar buys grid power from Entergy Arkansas under a special rate contract, supplemented by behind-the-meter solar and batteries run by its sister company Green & Clean Power. Neither Hybar nor Entergy has published the new mill's load in megawatts.

Overview

Hybar has a special rate power contract with Entergy Arkansas. It describes Entergy's supply as supplementing the adjacent solar and battery power when needed. That plant, operated by sister company Green & Clean Power, feeds power directly into the mill, and Hybar calls it the largest industrial behind-the-meter solar and storage facility in the US. Hybar expects to make steel on 100% renewable power while the sun is shining once final certifications and harmonic tests are done. Hybar's releases do not say whether the Expansion Mill will take service under the same contract or under an amendment.

Profile

The first mill
Hybar produced its first rebar in late May 2025, using purchased billets, 22 months after breaking ground on a 1,300-acre greenfield site. It then commissioned its 105-ton DC electric arc furnace and continuous caster. SMS group supplied the furnace, caster and rolling mill, and Primetals Technologies supplied most of the on-site electrical infrastructure, including the substation. The furnace rating is equipment size, not site load.
Expansion Mill financing and schedule
Hybar announced in June 2026 that it had raised $1.1 billion for the Expansion Mill through a Rule 144A notes offering and a municipal bond offering. SMS group will again supply the technology. Construction is expected to take about 24 months, which points to start-up around mid-2028. Hybar said the existing mill had generated positive cash flow from its fourth month of operation.
Groundbreaking
Hybar broke ground on the Expansion Mill on June 26, 2026. Local coverage placed it next to the company's existing facility and repeated the 1.3 million ton combined capacity target.
