JSW Steel USA Ohio, Inc. - Mingo Junction
Large load · 1500 COMMERCIAL AVE, Mingo Junction, OH
JSW Steel USA Ohio, Inc. operates the former Wheeling-Pittsburgh steel mill at 1500 Commercial Avenue in Mingo Junction, Ohio. JSW Steel completed most of its purchase of the former Wheeling-Pittsburgh Steel Electric Arc Furnace and Rolling Mill in June 2018, after the plant had produced no steel since 2009. The site melts scrap in an electric arc furnace and casts steel slabs, which go into hot rolled coil. JSW says its Ohio operation is home to the largest and most modern Consteel EAF technology in North America. Electricity comes from American Electric Power under a favorable rate that Ohio regulators granted in 2018 for the arc furnace. In June 2026 the company reported rolling its first fully degassed 12-inch slab after a $145 million upgrade program.
Overview
Scrap is charged to the electric arc furnace and the output is cast into slabs on a continuous caster. Tenova's 2021 start-up release says the replacement Consteel EAF carries the same 1.5 million tonne per year capacity as the furnace it replaced, and that the mill would produce slabs converted to hot rolled coil. Fastmarkets, citing JSW, reports a published nameplate capacity of 1.5 million short tons per year for the EAF, though JSW did not say how much of that goes to slab production. JSW's hot rolled coil documentation describes the product as coil made from slab that is melted and manufactured by the EAF route. In 2026 the company said the caster can now produce both 9-inch and 12-inch slab.
Profile
- 2026 caster and degasser upgrade
- Manufacturing Dive reported in May 2023 that JSW Steel USA planned to invest $145 million in a series of upgrades at Mingo Junction. The program adds a twin-tank vacuum degasser and rebuilds one caster strand with dynamic soft reduction. Primetals Technologies, which is supplying the degasser, describes it as North America's largest vacuum tank degasser, a 230-ton unit with a dry mechanical vacuum pump system. Primetals also said its caster revamp was planned to cut downtime to about 30 days. On June 16, 2026, JSW Steel USA said it had rolled its first fully degassed 12-inch slab.
- Restart and ownership history
- Workers had not produced steel at the Mingo Junction plant since its 2009 idling under Severstal ownership, according to the Intelligencer. Tenova says JSW decided to restart the mill after almost ten years of inactivity and contracted it in early 2019 to replace the electric arc furnace. Production was suspended in July 2020 so equipment could be upgraded, and the restart came in 2021 when the new Consteel EAF started up. JSW USA Ohio, Inc. is a subsidiary of JSW Steel Ltd., which the company describes as the flagship business of the JSW Group.
