Micron Technology Boise
Large load · 8000 SOUTH FEDERAL WAY, Boise, ID
Micron's Boise campus is its headquarters and research and development fabrication site, and a new $15 billion memory fab is being built on it with meaningful DRAM output projected for 2027. Micron is Idaho Power's largest customer. Because its load exceeds 20 MW it is served under special contracts approved by the Idaho Public Utilities Commission rather than standard tariffs. The newest, an energy service agreement for the new fab under Schedule 28, was executed in November 2024 and approved with modifications in May 2026.
Overview
Idaho Power's witness told the Idaho PUC that Micron's Boise fab load exceeds 20 megawatts, which requires a special contract rather than standard tariff rates. Micron's first special contract took effect December 29, 2009; in 2022 the Commission approved a revised agreement (Order No. 35482) under which Idaho Power procures a 40 MW solar resource, the Black Mesa PPA, on Micron's behalf and at Micron's cost to support its renewable energy goal. Micron told the Commission in 2024 that it is Idaho Power's largest customer and is expanding its Idaho electric load.
Profile
- The new-fab agreement and Schedule 28
- Idaho Power filed the Micron FAB special contract on December 6, 2024, with the agreement executed November 21, 2024 between the company and Micron Idaho Semiconductor Manufacturing (Triton) LLC. Service under Schedule 28 begins at the earlier of the first month the fab's aggregate power requirement exceeds 20,000 kW or June 1, 2026. Contract Demand is the level of MW Idaho Power has agreed to make available, set on a scheduled ramp until October 1, 2030 and as an Embedded Contract Demand afterward, with take-or-pay Contract Demand and Billing Demand charges, marginal-cost energy pricing, a termination payment and security provisions. The Commission's May 8, 2026 final order set an initial energy charge of $0.04084 per kWh, a Contract Demand charge of $3.12 per kW and a Billing Demand charge of $20.25 per kW. Intervenors described it as the largest single load Idaho Power had proposed to bring onto its system.
- Load growth and the 2027 fab
- Idaho Power's 2025 resource plan forecasts an individual energy and peak-demand profile for Micron Idaho Semiconductor Manufacturing and for Micron Technology among its large-load customers under energy service agreements. The plan notes meaningful DRAM output projected for 2027, and CNBC reported in August 2026 that Idaho Power said it does not expect large-load growth, including Micron's expansion, to increase electric bills for other customers.
