Nucor Steel Utah
Large load · 7285 W 21200 N, Plymouth, UT
Nucor Steel Utah is a steel bar mill near Plymouth in Box Elder County. It is operated by Nucor Steel-Utah, a division of Nucor Corporation. Its electric service comes from PacifiCorp, which can interrupt up to 85 MW of the plant's load under a special contract approved by the Utah Public Service Commission. The contract gives PacifiCorp an interruption right in exchange for a monthly curtailment credit, which makes the plant a curtailable industrial load on the Utah system.

PacifiCorp provides interruptible electric service to Nucor's steel plant near Plymouth under a special contract that the Utah Public Service Commission reviews. The Division of Public Utilities explained that a primary reason for the contract is that PacifiCorp may interrupt service to Nucor under its terms, and that PacifiCorp pays Nucor a curtailment credit for that ability. The 2022 application states that the agreement lets PacifiCorp interrupt 85 megawatts of Nucor's load at its sole discretion following a seven-minute notice. The proposed term runs from March 1, 2022 through December 31, 2031.
Profile
- Load size and rate exposure
- In a 2025 petition to intervene in PacifiCorp's inter-jurisdictional cost allocation case, Nucor Steel-Utah said it owns and operates the Plymouth steel mill and is served by Rocky Mountain Power under a special contract. The petition describes Nucor as one of the utility's largest customers, buying tens of millions of kilowatt-hours of electricity per month at a cost of millions of dollars per year. Nucor's interests in the allocation case were said to be substantially affected by the outcome, which makes the plant's cost of service a live regulatory question.
- Plymouth plant and Box Elder County
- Deseret News reported in 2006 that Nucor would build a new metal products plant in Brigham City and that the county already hosted a Vulcraft joist plant, a cold finish operation and a bar steel mill in Plymouth. Nucor has since expanded its Brigham City presence, and a January 2025 state incentive supported a Nucor Towers and Structures expansion in Brigham City. The PacifiCorp contract covers the Plymouth steel mill, which is the Nucor load described in the Utah filings.
