Vinton Steel LLC
Large load · INTERSTATE 10 AND VINTON ROAD, Vinton, TX
Vinton Steel runs a scrap-based minimill on about 230 acres off Interstate 10 in Vinton, El Paso County, Texas. Two electric arc furnaces feed a continuous casting and rolling mill that recycles more than 250,000 tons of scrap a year into rebar, grinding balls and smooth rounds. Kyoei Steel, headquartered in Osaka, owns the plant, and El Paso Electric is the utility that supplies its power. A roughly $255 million expansion called Project V broke ground on August 25, 2025 and is expected to finish in early 2027.

Profile
- Project V expansion
- Vinton Steel broke ground on Project V on August 25, 2025. Officials put total capital investment at $255 million, with 188 new full-time jobs and an expected doubling of recycled steel production capacity, including reinforcing bars and grinding balls. The Texas Enterprise Fund granted $1,504,000, and El Paso County and the Village of Vinton provided approximately $11.6 million in tax breaks. Hoodline reports that Vinton contracted Tenova to supply an advanced walking hearth reheating furnace for the expansion, with construction continuing toward an early 2027 target.
- El Paso Electric service
- Vinton Steel describes itself in a Public Utility Commission of Texas filing as an industrial user of electricity taking power from the EPE system. In 2024 the company moved to intervene in El Paso Electric's application for an economic development rate rider for a new data center in El Paso, saying the outcome could directly affect it. The filing does not disclose a contract, a rate schedule or a curtailment arrangement, so the grid terms of the supply remain unconfirmed beyond the utility relationship itself.
