Cleveland-Cliffs Cleveland Works

Cleveland Works, on the Cuyahoga River in Cleveland, Ohio, is Cleveland-Cliffs' integrated steel mill. It has two blast furnaces, two basic oxygen steel shops with continuous casters, an 84-inch hot strip mill, a pickle line, a five-stand tandem cold mill and a hot-dip coating line. The site turns much of its process waste heat into electricity on site, which reduces what it draws from the grid. Cliffs has not published the plant's grid demand or its electricity supply contract.

Overview

According to Cuyahoga County's draft climate plan, as reported by Canary Media, Cleveland Works uses much of its industrial waste heat to make electricity. It recently raised that combined-heat-and-power generation by about 50 MW, displacing power it would otherwise take from the grid. The 50 MW is added generation, not the plant's load. Because the blast furnaces supply the gas that fuels this generation, idling or restarting a furnace changes both production and how much power the plant buys.

Profile

Blast furnace No. 6: idled in 2024, restarted in 2025
In September 2024 Cliffs was reported to be taking its No. 6 blast furnace, about 1.51 million short tons a year, down indefinitely after a planned maintenance outage. In spring 2025 Cliffs said it would idle the Dearborn Works blast furnace, BOF shop and caster and replace that output by restarting Cleveland's No. 6 furnace. By late July 2025 Cliffs confirmed the C-6 furnace had been restarted.
Relines and the decarbonization debate
Cliffs relined Blast Furnace No. 5 in 2022. Industrious Labs argued that No. 6, whose lining is nearing the end of its life, should instead be replaced with direct-reduction ironmaking and eventually electric arc furnaces. That would move the plant's energy demand from coke toward natural gas, hydrogen and grid electricity. Cliffs has not announced a decision on No. 6.
