CMC Steel West Virginia is Commercial Metals Company's fourth micro mill, a roughly $450 million electric arc furnace rebar mill near Martinsburg in Berkeley County. It is designed for about 500,000 tons a year of straight and spooled rebar made from recycled scrap. Potomac Edison serves the site at 138 kV through a CMC-owned substation, and is building a new Cannon Hill switching station to firm up that supply. Start-up slipped from late 2025 into 2026; cold commissioning was under way in spring 2026.

Overview

The mill takes transmission-level service from Potomac Edison, a FirstEnergy utility in PJM. The existing Bedington-Cannon Hill 138 kV line already feeds the customer-owned CMC substation. Potomac Edison's line-extension project loops the Bedington-Marlowe 138 kV line into a new Cannon Hill switching station on CMC's property, giving the substation a second path. The $18.4 million project was reviewed at PJM as supplemental project s3103.1, with construction planned from January 19, 2026 and in-service around July 15, 2026; CMC pays about $2.5 million of the cost. No megawatt figure for the mill's load has been published.

Profile

The mill
CMC chose Berkeley County in December 2022 for its fourth micro mill (MM4), budgeted at about $450 million with annual capacity of 500,000 tons and roughly 230 full-time jobs. It is a scrap-fed electric arc furnace mill producing straight-length and spooled rebar. CMC says it will use the same Q One power-feeding technology as its Arizona mills, which it credits with cutting transmission losses by up to 10%.
Construction and start-up
Groundbreaking took place in July 2023, with start-up originally planned for late calendar 2025. The schedule slipped into 2026: by spring 2026 the mill was in cold commissioning, with hot commissioning expected to follow, and CMC's sustainability report describes the mill as under construction with start-up expected in 2026.
