Proposed
Highlands East is a proposed two-building data center campus on about 157 acres on Highland Street in Swatara Township, Dauphin County, Pennsylvania, by Corscale. The developer describes 435 MW of available power, and a trade report of the site plan lists 300 MW of critical capacity. A PPL switch station and a private substation are proposed, with no primary on-site generation. A planning commission recommended conditional approval in October 2026, and groundbreaking is planned for early 2027.
