IPSCO Koppel Tubulars Corp - Koppel Works
Large load · 6403 6TH AVE, Koppel, PA
IPSCO Koppel Tubulars Corporation owns and operates the Koppel steel mill on Sixth Avenue in the boroughs of Koppel and Big Beaver, Beaver County, Pennsylvania. The mill first began making steel in 1906, and Tenaris has owned it since acquiring IPSCO Tubulars in 2020. Its melt shop is built around an electric arc furnace that supplies steel bars to Tenaris's seamless pipe mills in the United States and Canada. Tenaris calls the site its first melt shop in the United States. A 2024 plan approval raised the steel production limit at the site to 771,618 tons per year. Tenaris completed an $85 million fume exhaust system at the mill in September 2025.
Overview
The Koppel melt shop uses a 100-ton electric arc furnace that melts scrap steel and additives, according to Pennsylvania's 2023 review memo for the site's air permit. That memo describes four melt shop sources, including charging, EAF tapping and ladle refining, all routed to a common stack. The memo cites a steel production limit of 598,000 tons in any consecutive 12-month period. A 2024 plan approval authorizes replacing the melt shop baghouse and raising production to 771,618 tons per year, or 700,000 metric tons. WPXI describes the new baghouse building as sitting alongside the part of the complex that holds Tenaris' electric arc furnace.
Profile
- Tenaris investments since 2020
- Tenaris said in 2025 that the Koppel steel shop was part of its broader $140 million investment in the site since 2020, when it integrated the mill into its industrial system. The $85 million fume exhaust system completed in September 2025 includes a new baghouse with a single stack that replaces ten stacks, plus a new quench tower and a water-cooling tower. A May 2025 Tenaris release said the facility has completed critical investment projects totaling more than $122 million USD to improve and maintain health, safety and environmental standards.
- Scrap yard integration
- In November 2025 Steel Recycling Services, a Tenaris company, acquired the Beaver Falls scrap processing yard from SA Recycling. The yard covers approximately 39 acres and is located adjacent to Tenaris's steelmaking facility in Koppel. Tenaris said the purchase lets it integrate steel production with scrap processing, and SA Recycling will keep operating the yard until early 2026. The Pennsylvania DEP memo says scrap reaches the melt shop by trailer truck and rail, and that purchased scrap and internally generated revert scrap are the major raw materials, with revert scrap making up 0 to 20 percent of the furnace charge.
