Rayonier Advanced Materials Jesup Mill
Large load · 4470 SAVANNAH HIGHWAY, Jesup, GA
Rayonier Advanced Materials' Jesup mill, at 4470 Savannah Highway in Wayne County, Georgia, operates three pulp mills that produce bleached dissolving Kraft pulp, fluff Kraft pulp and wood-derived by-products. The facility is operated by Rayonier Performance Fibers, LLC, which is owned by Rayonier Advanced Materials Inc. The mill purchased 49,673 MWh of electricity in 2025, and a proposed biomass cogeneration project would supply up to 70 megawatts to Georgia Power's grid.
Overview
The three pulp mills at Jesup produce bleached dissolving Kraft pulp and fluff Kraft pulp, along with wood-derived by-products. The existing No. 3 Power Boiler has a heat input capacity of 485 MMBtu/hr and burns biomass and natural gas to make steam for the Kraft process. The mill discharges an average of 56.05 MGD of process wastewater, sanitary wastes and stormwater runoff to the Altamaha River.
Profile
- Electricity and grid
- The mill purchased 49,673 MWh of electricity in 2025, 57,941 MWh in 2024 and 86,138 MWh in 2023, and reported no electricity sold in those years. The mill sits in the Southern Company Balancing Authority area, where Southern Company Services serves as reliability coordinator. A proposed cogeneration boiler, to be built by AGE, would generate power for the grid and supply replacement process steam, providing up to 70 megawatts to Georgia Power's grid. The No. 3 Power Boiler, biomass handling and two steam turbines are to be permanently decommissioned 60 days after the new boiler's shakedown.
- Ownership and permits
- Rayonier Performance Fibers, LLC holds the mill's air permit and is listed as owner in EPA's organization record. Its parent is Rayonier Advanced Materials Inc. of Jacksonville, Florida, which was reported at 100% ownership for 2023. AGE would occupy land leased from Rayonier but has separate ownership and management; regulators consider the operations a single Title V and PSD major source, with separate compliance responsibilities and an AGE Title V permit. A Title V application relating to the boiler replacement was received on November 1, 2024. The mill also holds NPDES permit GA0003620, which was noticed for reissuance in 2024.
