Profile
- Electricity and grid
- Half of the electrical output of the 425-MW natural gas-fired combined-cycle RS Cogen plant is used by PPG for producing chlorine and caustic soda at its Lake Charles complex, and the balance is sold to the wholesale power market. The RS Cogen plant cost $242 million and provides up to 425,000 pounds per hour of process steam to PPG's Lake Charles complex. A vendor case study reports that Westlake operates six turbines at its Lake Charles site and uses the electricity and steam they generate. FERC's EIA cross-reference lists Westlake 2 US LLC generators including PPG Powerhouse C unit C1 at 73.1 MW and RS Cogen units RS-5 and RS-6 at 195 MW each.
- Ownership and permits
- The facility is owned and operated by Eagle US 2 LLC, which is wholly owned by parent company Westlake Chemical, according to a 2022 EPA inspection report. Louisiana DEQ noticed a proposed Part 70 air operating permit renewal and modification, 2216-V7, for Westlake US 2 LLC's Lake Charles South Bottoms Plant on October 21, 2026.
