Colchis is a planned data center campus on private land off Highway 67 North near City Farm Road in Tom Green County, Texas, outside San Angelo city limits. Cipher Digital develops it through the Colchis LLC joint venture and says it owns and operates its own facilities. The site has a 1 GW direct connect agreement with AEP, targeting energization in 2028, and a conditional base load classification for 1 GW through ERCOT's Batch Zero process. Local reporting in September 2026 said nothing was built yet, with major construction conditionally starting in the first quarter of 2027.
