The facility's owners conducted a condition assessment and life-extension study performed by Devine Tarbell & Associates (now owned by HDR) to determine the scope of work needed to enable the plant's units to operate through the anticipated 2019 relicensing date and the following 30 to 50 years. Results led to the major overhaul and upgrade program.
Toshiba Corporation announced that its US subsidiary Toshiba International Corporation (TIC) had signed a major contract valued at approximately US$500 million with Consumers Energy and Detroit Edison for the major overhaul of hydroelectric power equipment at Ludington. Scope included replacement of six 312 MW pump-turbines, upgrades to motor-generators and associated equipment to boost output up to 50 MW per unit. Design engineering was to be done at Toshiba's Keihin Product Operations in Japan; most equipment was to be manufactured at Toshiba Hydro Power (Hangzhou) Co., Ltd., a Toshiba consolidated subsidiary in China.
Installation of Toshiba-supplied replacement equipment at Ludington commenced, marking the beginning of the on-site major overhaul program approximately 40 years after the original plant's commissioning.
