Overview

How much generation capacity ERCOT's Reliability Unit Commitment (RUC) process has effectively forced online, hour by hour. For each hour of the RUC study period, ERCOT publishes the sum of the High Sustained Limits (HSLs) of resources that are online in the most recent SCED execution but were indicated as offline in their Current Operating Plan (COP) — i.e. capacity RUC committed beyond what the market self-committed. This is a direct hourly proxy for RUC-committed MW, the signal behind reliability commitments on tight days. From 2021 the megawatts are broken out by weather zone (South, North, West, Houston) with committed_capacity_mw as the system total; earlier vintages (back to October 2018) carry the system-wide total only, since ERCOT did not publish the zonal split before then. It is bitemporal — every row carries both the study delivery hour (event_time) and the publishing vintage (source_time), so successive hourly RUC runs accumulate as distinct rows.
