Davis Besse
Davis-Besse Nuclear Power Station, Unit 1 is a single pressurized-water reactor (Babcock & Wilcox raised-loop design) located in Oak Harbor, Ottawa County, Ohio, on Lake Erie approximately 35 miles east of Toledo. The initial operating license (NPF-3) was issued April 22, 1977; the renewed license was issued December 8, 2015, and expires April 22, 2037. The plant is located in the PJM market (ATSI zone) and serves as clean baseload nuclear generation. Original owners were Cleveland Electric Illuminating Company (51.38%) and Toledo Edison Company (48.62%), transferred to FirstEnergy Nuclear Generation Corporation in 2005. FirstEnergy Solutions emerged from bankruptcy as Energy Harbor in 2020. Vistra completed its acquisition of Energy Harbor on March 1, 2024. Vistra Operations Company LLC is the current operator; Energy Harbor Nuclear Generation LLC remains the legal owner. The plant employs more than 720 people and is situated on a 954-acre site. Bechtel served as original architect-engineer and performed the 2002 reactor-vessel-head replacement (the first such replacement in the United States) and the 2014 steam-generator replacement. Two Babcock & Wilcox replacement once-through steam generators (each 550 tons) and an AREVA reactor-vessel closure head were installed. A GE turbine-generator supplies the electrical generation equipment. A measurement-uncertainty-recapture uprate was approved in June 2008. In January 2026, Vistra and Meta announced 20-year power purchase agreements supporting continued operation and planned equipment uprates, with incremental capacity scheduled online through 2034.
