Physical build: The Louisa Generation Facility was built as a simple-cycle, natural-gas-fired peaking plant on an approximately 90-acre site, with about 30 acres developed for the plant. The documented equipment scope was one GE Frame 7FA combustion turbine and four GE 7EA combustion turbines; low-sulfur fuel oil was specified as backup fuel. The project also included a 230-kV interconnection, natural-gas pipeline connection, and water-supply infrastructure including an approximately 2.5-mile pipeline and an 80,000-gallon storage tank. ODEC's later history confirms the facility was built as a five-unit natural-gas combustion-turbine facility and entered commercial operation.
