The Unit Power Agreement between AEP Generating Company and Indiana Michigan Power Company provides for AEP Generating Company to sell Indiana Michigan Power Company all power, capacity, and associated energy available to AEP Generating Company from Rockport Plant unless sold to another utility. Indiana Michigan Power Company pays demand and energy charges sufficient to cover AEP Generating Company's operating expenses and authorized return. The agreement continues until AEP Generating Company's debt secured by Rockport Plant is satisfied, currently expected in December 2028.

Emissions Compliance Milestone

SO2 compliance milestones require one main boiler to be controlled, repowered, refueled with natural gas, or retired beginning January 1, 2026, and the second by January 1, 2029.

The permit's consent-decree condition limits combined MB1/MB2 SO2 emissions to 18,000 tons per year beginning in 2026 and 10,000 tons per year beginning in 2029, with the specified control, repowering, refueling, or retirement alternatives. Rockport fly-ash landfill permit FP-74-02; permitted footprint 554 acres, including a 186-acre Area 1A with 13.6 million cubic yards of capacity. Approximately 53 acres had been closed and capped before 2015; anticipated closure completion was fourth quarter 2030.

The December 2023 written closure plan identifies the Indiana solid-waste permit as FP-74-02, describes Area 1A as the active 186-acre portion of the 554-acre permitted footprint, and gives 13.6 million cubic yards of storage capacity. It records approximately 53 acres as already closed and capped and projects closure completion in 4Q 2030.
