The contemporaneous announcement identifies the seller as Competitive Power Ventures and states that the purchase price was confidential. The approximately 600 MW figure was the planned station size, not final contracted capacity.

The Virginia State Corporation Commission stated that Dominion Virginia Power had negotiated an engineering, procurement, and construction contract with substantially fixed costs. The estimated construction cost of the Warren County Power Station and transmission interconnection facilities was approximately $1.091 billion, excluding financing costs. Dominion's later project release identifies Burns & McDonnell and Zachry Construction as the firms that built the $1.1 billion plant.
