Query contract

Preserve one canonical row per (report_id, series, event_time) before aggregating.

Analysis rules

  • Select a series by point_id where printed; BPA renamed series over the years.
  • A limit's sign follows flow in the direction its name gives.

Interpretation

  • BPA prints Pacific prevailing time; event_time is UTC, resolved in file order across daylight-saving changes.
  • The 15-minute reports are posted once a day; only the Puget-area Week reports are live.
