Aliso Canyon is the largest field and the one the CPUC caps. Rows with report = 'storage_inventory' hold the fields; the 70% / 90% / peak-day minimum quantities stopped in 2015. Long format: one row per report, gas day (or hour), cycle, section, location and measure_key; measure is ENVOY's printed column name, and its trailing parenthetical is the unit.
