Consolidated Edison completed sale of the Astoria Generating Station, Gowanus, and Narrows facilities to Orion Power Holdings-backed Astoria Generating Company for $550 million. Orion assumed ownership effective August 20, 1999.
Orion Power Holdings filed a Preliminary Scoping Statement for a proposed repowering of Astoria Generating Station with the New York State Board on Electric Generation Siting and the Environment. The proposal called for replacement of four large boilers with highly efficient gas turbines, estimated at $750 million capital cost and approximately 1,840 MW output, with two implementation phases planned for mid-2004 and late 2005.
New York siting authorities voted to approve the proposed 1,816 MW combined-cycle repowering of Astoria. However, available current plant records do not show that the proposed replacement facility was built.
Madison Dearborn Partners completed acquisition of Astoria Generating Company and related Orion Power Operating Services Astoria entities from Orion Power Holdings (a Reliant subsidiary). The transaction established a new Madison Dearborn-controlled entity to own and operate the Astoria facilities.
Eastern Generation, LLC (controlled by ArcLight Energy Partners Fund VI, L.P.) completed acquisition of Tenaska's portfolio of seven power generation plants, totaling 4.8 GW. The transaction explicitly included Astoria Generating Station (954 MW facility in Queens) together with the US Power Generating asset-management and operations platform.
The New York Power Authority Board of Trustees approved acquisition of a 15.7-acre parcel of land in Astoria, Queens, formerly owned by NRG Energy and subsequently owned by Equinor/BP, for $206 million. The property is adjacent to NYPA's existing Astoria energy complex and is intended to support future clean energy infrastructure. This transaction is distinct from the Astoria Generating Station (EIA plant 8906). Closing expected June 2025.
Astoria GT-01, a 16 MW (nameplate) natural gas-fired combustion turbine unit in NYISO Zone J, permanently ceased operations effective the end of April 30, 2025. The unit fell within the definition of facilities required to meet the more stringent air emissions requirements under the New York Department of Environmental Conservation's Peaker Rule, which became effective May 1, 2025.
