Elm Road Generating Station
Elm Road Generating Station (EIA plant 56068) is a two-unit, 1,402.6 MW nameplate supercritical pulverized-coal steam-turbine facility located at We Energies' Oak Creek site on the shore of Lake Michigan, 20 miles south of Milwaukee in Milwaukee County, Wisconsin. The units are currently coal-fired with natural-gas startup and co-fire capability (currently up to 60% heat input). A proposed gas-fuel-flexibility project under Public Service Commission of Wisconsin docket 5-CE-161 would retrofit the existing boilers to enable full-rate natural-gas firing while retaining coal as a backup fuel; it is distinct from the separate five-unit South Oak Creek combustion-turbine project. The facility is jointly owned by W.E. Power, LLC (83.34% each unit), Madison Gas & Electric Company through MGE Power Elm Road, LLC (8.33% each unit), and WPPI Energy (8.33% each unit). Wisconsin Electric Power Company operates the facility under a long-term lease structure established in 2004.
