Documented installed/environmental equipment includes electrostatic precipitators, selective catalytic reduction, trona injection, and a Babcock & Wilcox limestone-forced-oxidation wet FGD system comprising two wet FGD absorbers (one per boiler), two limestone milling systems, and three horizontal table filters (two operating and one spare), plus associated buildings and structural steel.

The proposal included a Wheeling Power buyout option for Kentucky Power's interest on or before December 31, 2028 unless an early retirement event occurred.

The Mitchell Bottom Ash Pond is an active CCR surface impoundment within a Bottom Ash Complex consisting of the Bottom Ash Pond and Clear Water Pond. The complex received WVDEP operational approval in 1977 under WV0005304; the Bottom Ash Pond receives approximately 27,000 tons of bottom ash per year, with treated discharge routed to the Ohio River.
