Parliament Solar is a utility-scale solar photovoltaic project in Waller County, Texas, developed and managed by Parliament Energy Holdings LLC (a partnership between EnCap Investments and Mercuria Energy). The project was completed in early 2025 and became commercially operational in June 2025. It occupies approximately 3,372 acres and features approximately 1.2 million bifacial modules on single-axis tracking systems, supplied by Ideematec. The project uses 149 central photovoltaic inverters (Ingeteam INGECON SUN 3Power Series C) integrated into 80 UL-certified transformer stations. Parliament Solar is rated at 640 MWdc (approximately 480–483 MWac) and is expected to generate approximately 1,030–1,100 GWh of electricity annually. The project holds FERC Exempt Wholesale Generator status (docket EG23-263-000) and is owned and operated by Parliament Solar, LLC.
