Texas City Power Plant is a natural-gas combined-cycle cogeneration facility in Galveston County, Texas. EIA's May 2026 inventory reports four operating generator records totaling 450 MW nameplate, 418 MW net summer, and 435 MW net winter capability, all dated May 1987. A current TCEQ permit describes three combustion turbines, three heat-recovery steam generators, and one steam turbine. Texas City Cogeneration, LLC owns and operates the plant within Calpine, which became a wholly owned Constellation subsidiary in January 2026.
