Gowanus Gas Turbines Generating
U S Power Generating Company LLC - Kings County - NYISO
A floating Brooklyn generating station consisting of 32 simple-cycle combustion-turbine units on four power barges. The facility operates as a fast-start peaking resource with dual-fuel capability (natural gas and distillate fuel oil) on 16 of its 32 units. The station has black-start capability and is critical to reliability in NYISO Zone J. The facility was commissioned in June 1971 and remains operational, having been subject to proposed repowering and retirement notices that were withdrawn in April 2026 based on NYISO reliability determinations through May 1, 2029.

Reliant Energy acquired Orion Power Holdings, thereby becoming the owner of the Gowanus facility.
- Gowanus Repowering Project regulatory proposaldocuments.d...
Astoria Generating Company proposed repowering the Gowanus facility by replacing the 32 older, less-efficient units with eight larger, more efficient units on two barges. The proposed repowered Gowanus would have a rating of no greater than 590 MW (50 MW less than the existing 640 MW). The proposal also included permanent retirement of the Narrows facility's 16 units.
- Retirement notices submitted to NYISOalphagen.com
AlphaGen submitted formal notices of intent to retire the Gowanus and Narrows generating stations following the Peaker Rule timeframe.
- AlphaGen proposes Gowanus and Narrows Repowering Projectsprnewswire....
AlphaGen submitted a proposal to Con Edison's Request for Information seeking clean and non-emitting reliability solutions. The proposal included repowering the Gowanus and Narrows sites with three new state-of-the-art lower-emitting power barges, each delivering 273 MW of fast-start, dispatchable capacity, for a potential total of 819 MW. The new barges would be hydrogen-ready and reduce emissions intensity by more than 50% compared to existing units.
- Withdrawal of Gowanus and Narrows retirement noticesalphagen.com
AlphaGen formally withdrew the previously submitted notices of intent to retire Gowanus and Narrows after NYISO issued a Short-Term Reliability Process Report determining that continued operation of both facilities was required to maintain reliable electric service in NYISO Zone J through at least May 1, 2029. AlphaGen announced it would continue operating the facilities on a merchant basis.
