Baltimore Gas and Electric set out to build the approximately 1.8-GW station; construction began in 1968. The original design used two 845-MW Combustion Engineering pressurized-water reactors, and reported total cost reached approximately $750 million in 1977 dollars.

The NRC approved initial renewal, authorizing Unit 1 to operate through 2034 and Unit 2 through 2036.
The NRC considered transfer of the operating licenses from Baltimore Gas and Electric to Calvert Cliffs, Inc.; the proposed restructuring placed Calvert Cliffs, Inc. under Constellation Nuclear Group, a Constellation Energy subsidiary.
Constellation Energy sold EDF a 49.99% membership interest in Constellation Energy Nuclear Group, which owned the Calvert Cliffs units along with other nuclear assets. Total consideration was approximately $4.7 billion, including $3.5 billion cash, preferred-stock redemption, and expense reimbursements.
Exelon Generation and EDF signed a joint operating services agreement under which Exelon took over operations at the three CENG plants and EDF received a contractual put option for its 49.99% interest.
The NRC made effective UniStar Nuclear Energy’s withdrawal of the combined-license application for Calvert Cliffs Unit 3. No third reactor was built.
EDF notified Exelon that it would sell its 49.99% interest in the CENG nuclear facilities, including Calvert Cliffs. Exelon stated that the sale price would be negotiated or determined through third-party arbitration.
Exelon Generation’s subsidiary Constellation Nuclear acquired EDF’s 49.99% interest in CENG. Exelon therefore held 100% indirect ownership of CENG and its Calvert Cliffs ownership chain; the NRC stated that the licensed owner and operator did not change in that transaction.
