Criterion is a 70 MW onshore wind farm in Garrett County, Maryland, with a single generating unit that entered service in December 2010. The turbines sit on Backbone Mountain near Oakland, Maryland, making Criterion Maryland's first utility-scale wind project. The facility is owned by Constellation Energy Generation through its project subsidiary, Criterion Power Partners, LLC, which also operates the plant. Output and renewable energy credits are sold to Old Dominion Electric Cooperative under a 20-year supply contract signed when the project was built. The plant sells into PJM and settles at price nodes tied to the Criterion Wind Farm/Kelso Gap and Fair Wind points in Garrett County. No whole-plant or unit retirement is scheduled.
