Eagle Pass–Piedras Negras AC bypass

The 138 kV border line from AEP's Eagle Pass substation to Piedras Negras can use a synchronous bypass for emergency block-load transfers under Presidential Permit PP-424. This is the physical AC bypass route, separate from the Eagle Pass DC converter that ERCOT permanently removed from service in 2020. AEP's 2024 filing records a block-load transfer relay upgrade at Eagle Pass, while DOE continues to list the 138 kV border facility. The marker is at the U.S. substation; no continuous live flow is attributed to this normally open mode.
