Presidio–Ojinaga block-load tie

An emergency distribution interconnection from CFE's Ojinaga system to AEP's Gonzales substation in Presidio. CENACE identifies Ojinaga–Gonzales as a 13.8 kV distribution circuit with approximately 6 MW of transfer capability, matching DOE's PP-03 Presidio border facility. ERCOT's separate 69 kV line keeps the Gonzales-to-block-load-point supply path energized for rapid restoration; 69 kV is not the border circuit's voltage. The marker is at Gonzales, not a surveyed border crossing. No continuous line-specific flow feed is assigned.
