Richard M. Flynn Power Plant is a New York Power Authority-owned and operated natural-gas-fired combined-cycle power plant located at 607 Union Avenue in Holtsville, Brookhaven, Suffolk County, New York. It consists of one Siemens/KWU V84.2 dual-fired combustion turbine, a Nooter Eriksen two-pressure heat-recovery steam generator, and a condensing steam turbine generator, with fuel oil available as backup fuel. The plant was selected through a competitive bidding process by Long Island Lighting Company in 1990 and was the first power facility completed under New York's competitive-bidding system for new electric generating capacity. All electrical output was historically sold to LILCO under an exclusive power purchase agreement that expired in 2014; subsequent power output has been sold on a merchant basis in wholesale markets. Long Island Power Authority approved a 62-month capacity purchase agreement with NYPA effective November 2021 through December 2026 following major generator repairs in 2021.
