Balancing authority

The entity responsible for keeping electricity supply and demand matched, second by second, within a defined region of the grid.

Every point on the North American grid belongs to exactly one balancing authority — the organization responsible for keeping generation and demand in balance inside its territory, every second, while managing scheduled flows to and from its neighbors. When you ask 'what power grid am I on,' the balancing authority is usually the most precise answer.

Some balancing authorities are enormous: the seven organized markets (ERCOT, PJM, MISO, CAISO, NYISO, ISO-NE, SPP) each operate a single balancing area covering one or more states. Others are individual utilities — much of the Southeast and the non-market West is balanced by utility-run authorities like Duke, Southern Company, or the Bonneville Power Administration. There are dozens of balancing authorities across the continent, stitched together by scheduled interchange.

The distinction matters because the balancing authority determines whose rules, whose prices, and whose operating decisions apply to a given location. A plant in Missouri might sit in MISO or in a utility-run balancing area a few miles away — different markets, different prices, different interconnection processes. Maps of balancing authorities are the base layer of any serious grid analysis.

A balancing authority (BA) is a NERC functional registration: it maintains load-interchange-generation balance within its metered boundary and supports interconnection frequency in real time, measured by control performance standards (CPS1/CPS2, BAAL). Each BA computes area control error (ACE) from frequency deviation and net actual-vs-scheduled interchange, and dispatches regulation to drive ACE toward zero.

The US operates on three asynchronous interconnections — Eastern, Western, and ERCOT — and BAs within an interconnection exchange power through scheduled interchange over defined tie lines. EIA's hourly grid monitor (EIA-930) publishes demand, generation by fuel, and interchange per BA, which is the standard public dataset for BA-level analysis.
