What the alert means
A Maximum Generation Emergency / Load Management Alert tells members PJM expects to need every available generator, and possibly demand response, to meet the next day's load. PJM issues it a day ahead, and it puts the region in NERC Energy Emergency Alert level 1.
How the days are counted
A day counts when an RTO-wide alert's effective window covers any part of it, Eastern time. Overlapping and renewed postings count once per day. Drills and alerts limited to a few transmission zones are listed but not counted.
What comes after an alert
Alerts do not always lead to action. When the day arrives, PJM may escalate to pre-emergency or emergency load management reductions, a Maximum Generation Emergency Action, and in the rarest cases a load shed directive. The procedures table counts each one's days this year.

The count at the top of this page, from PJM's emergency procedures postings. It covers RTO-wide alerts only, excludes drills, and counts each calendar day once however many postings cover it.
Is a Maximum Generation alert the same as an emergency?
It is the first step. The alert is issued a day ahead and corresponds to NERC EEA 1. Emergency actions such as load management reductions or a Maximum Generation Emergency Action follow only if conditions on the day require them.
Why are some alerts not counted?
PJM sometimes limits an alert to a few transmission zones, such as BGE, Dominion and Pepco. Those are listed in the postings table and flagged as zonal, but only RTO-wide alerts count toward the yearly total. Drills are never counted.
